The basis of cooperation.
International cooperation requires information that professionals in different countries can understand. Universal Doctor integrates ICD-11 through the WHO APIs, using standardised terms and codes to describe clinical conditions and facilitate information exchange.
Video consultation and collaboration
The patient speaks with a doctor; professionals can consult each other and share the information needed for assessment. Medical cooperation connects their expertise along the same care pathway.
Different languages, shared clinical references
The World Health Organization’s ICD-11 classification provides shared references for describing clinical information. Universal Doctor integrates these references through WHO APIs. Its use does not imply WHO certification or partnership.
Reports, signatures and prescriptions
The workflow includes clinical document management and the professional’s signature. Universal Doctor integrates Italy’s Tessera Sanitaria / SOGEI system for the relevant pathways. Prescription validity and use depend on the country and applicable rules.
Interoperability and European pathways
The project considers European health interoperability pathways, including MyHealth@EU. Service availability and use depend on the countries involved: a prescription is not automatically usable everywhere.
Doctor identity and data protection
Accreditation, professional identification and access management support the pathway. Health information requires clear roles and appropriate access: hotels and pharmacies facilitate the service within their respective roles. Each portal’s privacy notice describes data processing.
Clinical standards and regulatory references
ICD‑11 is an international WHO clinical reference. Within the European Union, Directive 2011/24/EU addresses cross-border healthcare and, in Article 11, recognition of prescriptions; Implementing Directive 2012/52/EU facilitates recognition between Member States. Care and prescribing follow professional licensing requirements and the applicable rules in the countries involved.

From assessment to medication
If the reference doctor is not licensed in the patient’s current country, telecooperation can involve a locally licensed colleague. That professional assesses acts within their remit and any prescription.
Integration with Sistema TS concerns the pathways established in Italy. Referencing MyHealth@EU does not imply universal electronic prescription availability: countries, active services and conditions must be checked for the actual pathway.
